and like i said he is imortal and starts at level 5.
personally he is a really good buff to core worlds, that dont include a to many research/relic worlds used for research buffs. but then again personally i dont try to change relic worlds into ecumenopolis if i can delay it for like 40 years tops. the flat 30% research buffs from relic worlds really kick in later.
but just his stablity and unity gain makes him a economic powerhouse, which generally reduces hus -10% research to a -7% if you get the full +10 stablity effect.
in a similar fashion his unity gets up to a 6% extra buff due stability.
the modern style if going tall is trying to stay within 15% of your current admin cap, which means if your core worlds get 100 stablity, your looking at a 30% flat bonus to everything.
i recon he lets you go super tall to like 30% sprawl if you have a good core world cluster.
while still creaming grand admiral ai in tech.
i have fought 2 wars over that site just to get him, and those wars where with someone i was rather friendly with(+200 rep) until i spotted them finding that site.
As for the governor - generally, your home planet is at a fairly high stability anyway. You'll probably not need the bonuses it gives you, although if your home planet isn't a research hub, the negatives can be safely ignored.
I would recommend that if you consider this to be an important part of playing "tall", you spend some more time analysing the costs of going over your admin cap. You'll find that these costs are far outweighed by the benefits you gain.
Admin cap bonus is never useless, so I'm not sure why you'd think that the Oracle was useless.
