I would assume that the -75% pop growth speed would apply to assembling robots as well; if it doesn't, it seems like a rather silly oversight, since it means you can effectively just build as many bio-reactors as you want, and not care about the fact that you're going into the negative in food.
Synths (after ascension) are whole another strory, dunno.
