Can't create more outposts?
So when i click on my construction ship to create an outpost on fully researched belt it doesnt let me to construct it, am i doing something wrong? i have only 1 construction ship

Basically this, Influence is something that is gained at a base rate. Alloys is made through alloy factories on planets and it uses minerals to make alloy.

ah ok i see now, and now is it possible to maximaze the administratyion number? im having now a penality for having more then im allowed to

Thats probably because you upgraded it, once you upgrade it it's no longer an outpost but a base, in order to have more you have to unlock it through differebt ways, like technology but also civics. If you have trouble with a resource like minerals, energy, bases, ships, ect. Just hover over the number and it should tell you where to get it and increase capacity. For example if you hover over energy credits it tells you that you can gain energy credits through mining stations or generator districts on planets.

Are you refering to the number of starbases you can have or to the admin-capacity?

Number of Starbases max increases from some techs / traditions and the number of systems you control.

Admin Cap: Increases through techs and trads but its pretty common to be over it. Actually admin cap is there to give any but very small empires a malus to give small empires more of a fighting chance.
Its best just to build up more science- / unity-production to counter the effects, unless you play very small you will most likely go over the admin-cap.

Do not worry about going over the admin cap. Late game its possible to go back under the cap, but unless you are planning to stay very small, (even planetary districts take up portions of the cap), its 100% normal and expectedto go over the admin cap.

and what about influence points? somehows it went from +4 to +2 pm no idea why?

If you hover over the little influence icon, it tells you where your influence is coming from, and where it is going. Major losses of influence include signing trade treaties and forming a Federation. Though you're probably not far enough into the game for those. Perhaps one of your empire's factions is displeased with you?
