I've honestly never used it. Sacrificing an entire planet in order to get the pop growth boost it gives just doesn't feel worth it.

I like it for easy slave production

You know you can just sell the slaves and make a ton of credits if the planet gets too crowded, right? You need one of these planets to keep producing livestock and through that feed your entire empire without having to build farming districts; you can spam ecumenopoli and research ringworlds to your hearts content and the only thing you'll have to worry about is minerals. A matter decompressor and a bunch of mining habitats will take care of that.

I think it suppose to be a rare tech like all the other world changing techs. They all have similar weights. Be glad thrall is just a tier 2 tech.
