No Colossus Special Project

So here I am, playing multiplayer, I get the colossus project and can't build it. No tech, options, no special project. Am I doing something wrong or am I jsut impatient. Please help me

Step 1: You need the Colossus Project Ascension Perk. This requires the Titans technology. This requires that the game has Apocolypse DLC enabled.

Step 2: You SHOULD get the special project pop up right away saying it's available.

Step 3: Research the special project. This takes a lot of Engineering research.

Step 4: Once you've completed the special project, you can build a Colossus at any Starbase that has a shipyard module and a Colossus Assembly Yard building, which requires the Starbase be at the Citadel level.

Sounds to me like step 2 hasn't triggered. I've heard multiplayer is a bit bugged at the moment.
