what to do with unemployed pops
Should I expel them? Or is it better to just let them be while Im making more jobs?

Generally, pops are a very valuable 'resource' so expelling them would be a huge waste. Try to provide jobs as soon as possible, both to not waste their potential and to avoid higher levels of unemployment, which can cause further issues.

Resettle them to new worlds that have jobs avaialable or need more building slots. Especially early in their development for gene clinics and robot production facilities

My other worlds have unemployed pop of their own too. Literally almost half of my pops are unemployed because too many aliens settled on my planets

Purge them.

Re-purpose them into more immediately usable and aesthetically pleasing resources.

If you can, switch up living standards to something that makes unemployed pops happy. Build a ringworld, shove everyone into that.

Both would work, but be careful about the increased consumption of consumer goods.
Utopian abundance is basically social welfare on steroids with twice the happiness for almost twice the consumer good upkeep.

Many thanks mate my research per month just gone up from 1k to 2k after i switched up all my pops' living standard to utopian abundance lol.

Pops should pull themselves up by their bootstraps and find their own jobs instead of relying on handouts from the player controlled government.

You can't eat your own species, I believe (given the conditions on ethics).

Purge by a Gestalt empire (assimilation grid, food processor)

Get more worlds? Build more buildings? If your worlds are *all* full both for districts and buildings, you need more space. Build habitats, colonise more worlds. Conquer some worlds (the AI probably won't have done as well as you). You might be able to replace some low-job-count buildings or districts with structures that give more employment opportunites. There's something drastically wrong if you have 50% unemployment.

Sometimes handouts are necessary. Most pops probably don't want to be unemployed, but pandemics can be a ♥♥♥♥♥

Resettle them to a planet where they are able to be employed.
Turn resettlement on if you have to, the tiny amount influence loss is VERY much worth it.

Get the galactic community to have "greater then ourselves" policy for automatic resettlement. ^^

Build jobs faster so you have a couple empty jobs sitting around at any given moment for them to fill. If you have no more room on planets to build then conquer more planets, build more habs, and build more ringworlds. Resettle as needed.

Utopian abundance is also an option though not as optimal.
