Game will not allow me to make claims .... HELP PLEASE
I'm on my second game now and about midway though technology, i can activate the mega gates now. Other Empires keep laying claims to my systems but when i try to do it, the button never highlights. Am i doing something wrong?

What kind of empire are you playing as? Some of them don't need claims.

If you are playing as a pacefist empire you cant make claims.

If you're playing as Fanatic Purifier, Driven Assimilator, or Devouring Swarm, you don't need to claim systems, you can just attack your neighbors without reason, or like everyone else said, Pacifists can't make claims unless in a defensive war where the attacker has a total war wargoal.

Just to add a few things. Fanatic purifiers require an outpost/starbase to be built on the border of a another nation to engage there caus belli and then declare war. claims by non extremist nations also require a certain amount of influence to make.

THey wouldn't be able to make claims on him either if that was the case.

Ive done 3 different empires and it always just says (there are no systems to make claims) and it jsut stays dark.

Are the people your trying to make the clame on a dirrect neibor? I believe you can only make a claim on someone if you have border friction.

Actually, surprisingly enough, you can claim basicly any system of any empire you know, even if they're on the opposite side of the galaxy. Right now, I have claimed and declared war upon a nation that has zero border friction with me, mostly so I could claim the other side of the wormhole in my territory, so now I have territory some lightyears north of my actuall empire.

Nope, I can still make claims on litterally anyone else. I haven't actually done that as there is no strategic value in doing so whatsoever, but it's still an option. The only thing that actually requires border friction is declaring rivals.
