At war but closed borders?
I am at war with a Federation and even though the war has been going on six years, one of the member empires is listed both at war with me and their borders still closed.

Since I know these questions will come up:
Latest version with all current DLC
No Mods
Ironman mode
I have closed and reloaded the game

Another reason you might not be able to go somewhere (don't think it will apply in this case, since you're only just now neighbouring the system and it's probably not special, but for completeness' sake, and future reference...) if you at some point in the dim and forgotten past set the system to be a 'no go' system for your ships (I've done this to avoid science ships on auto-explore entering the territory of Raiders or FEs, and to stop trade routes taking shortcuts through either un-Outposted or monster-holding systems).

I think that border status doesn't matter once you start actually being at war. Have your ships bounced off an invisible wall when trying to get into their territory? I'm only asking cos you say "it's listed as", which might mean you've not had occasion to actually try and cross the demarcation line and find out you can.

I have only recently managed to take a system bordering them. The hyperlane is listed as closed and I cannot move fleets into the system.

Upon closer inspection I think I have figured out the issue.

The system has a planet owned by another empire - which I am not (yet) at war with - but occupied by one of the members of the federation I am at war with. Considering I am poised to wipe out the owning empire, this should prove to be interesting.

Their liberation celebration will be short lived, however, as the swarm must be feed.
