Try reloading and see if it persists? Sometimes the game does jam.
None of my species migrate, even with migration enabled. I figured that was a part of them all becoming cyborgs. Maybe their race-specific rapid breeding conflicts with the cyborg upgrade?
In the last three games I've started, it's only been assimilation games. I'm not new to adjusting the assimilated.
There are five assimilated species in my current game's empire, including the Nivlac. They're all set to identical rights - breeding allowed, migration allowed, military service allowed, colonization allowed. Only the Nivlac don't reproduce.
I didn't even know the Nivlac were an encounter until this most recent game.
I have never assimilated Nivlac, so I don't have any personal experience with your situation. From your description, it sounds like they are bugged. Are you using any mods? If so, which ones?
I figured as much, with regards to Meewec's comment. I never looked into it very deeply but thought it was tied to happiness or habitability. I threw out the latter as a possibility when, after assimilating humans, they stayed on their desert planets.
I do not use any mods for the game.
I did spread them out to other planets, to see if it may have been a stuck on the planet bug. They stayed in their individual populations on those other planets.
