Any advice for making evil empire?
I've got about 35 hours in, so I have a basic grasp of mechanics.

I just want to know how to make a slave mongering dominating evil faction.

I want to own the galaxy and rule through fear and terror.

The evilest empire I have made was Xenophobe/Egalitarian/Your Preference

Set the living standard for your main species to Utopian Abundance. Conquer other races and take them as slaves. Set one of the conquered races to livestock slavery. Once you are happy with your slave races purge all future conquered races with forced labor.

fanatic xenophobe + anything except pacifist
Spiritualist? fanatical zealots
Militarist? Genocidal
Authoritarian? Enslavers
Egalitarian? Also enslavers, but the founder species reap the benefits of the xeno slaves' labour (an utopia built on exploitation)
Materialist? Cruel experiments on xenos for the advancement of knowledge(you can imagine; there's no mechanic like this in game)

play as fnatic xenophobe militarists with the barbaric despoilers trait. Then whenever you need some slaves, use the raiding wargoal and set your fleets bombardment stance to raiding. Then whenever you bombard a planet, instead of killing the pops, you abduct them turning them into slaves and it sends them directly to a random planet in your territory

Oh, this sounds interesting. I like it. Is there a way to basically declare war on anyone I want kind of evil?

It's a robotic gestalt type. Everyone in your empire is a cyborg linked to the collective. Everywhere you conquer, you forcibly assimilate all inhabitants, making them cyborgs and adding them to the collective.

And your diplomatic options are basically 'assimilate theml' or 'destroy them' or 'ignore them'.

You're only slightly more liked than a fanatical purifier species...probably only because you'll assimilate them too.

I think you can't assimilate hive minds and crisis (other than awakened empires) though, so blowing them up becomes your option. Not sure if you can assimilate lithoids. Might have to blow them up too.

Utopia DLC: Fanatical Purifiers and Devouring Swarm
You can blow up planets using a Collosus from the Apocalypse DLC
also Lithoids DLC adds another genocidal empire civic but I don't think this DLC worth the full price

yeah wait for a discount or, if your friends play this game, do it like me: I and my friends divided the cost between ourselves so we could play together with DLC (only the hosts needs DLC!)

Ya, not really. Thanks though. Appreciate the answer. I got all the CK2 DLC on sale for like $40 total. I'll just play through that some more and wait for my evil empire during the summer sale.

As far as evil is concerned I'd tend to say spiritualist fanatic purifiers (fanatic xenophobe + spiritualist) is the most evil one : your only goal is to kill in the name of god....And you might have a mean to do so via a special spiritualist endgame event

However fanatic purifiers do not interact with others other than to destroy them, so you will miss a part of the game.

You do have pretty much the same thing with devouring swarm (eating them) and terravore (eating the planets) but without the final twist. Moreover you have to play hive mind so they're not really evil.

Determined exterminator is the robotic version of devouring swarm
