Aspec is quite entertaining and informative, for this DLCs teir list.
Distant Stars, Leviathans, Ancient Relics, Apocalypse: Good. Each adds decently substantial content to all campaigns, all of them together do a great deal to provide additional goals, options, and depth. The game with none of these will feel very empty.
Federations, MegaCorp, Synthetic Dawn: Great if you care about what they focus on, worthless if you don't. Only buy these if you specifically want to play an empire that makes use of them.
As always with Paradox, all DLC is a tier better if it's on sale for 50% or more. Do not recommend buying without a sale, but if you enjoy the base game it might be worth picking them up after you've confirmed that for yourself.
