Pops - 1 base plus up to 2 more based on happiness. 50% happy is 1 point, 100% is 2 points
Economy - Everything you produce. Make more stuff, get more points. Alloys are high value here
Science - Every tech you research gives more points
Your Diplomatic score is the sum total of your Fleet, pop, economy and science scores. I believe the scores are modded a bit. but yea.
Your fleet score is weighted based on active fleet power and capacity.
Pops are as Promethian said.
Economy is weighted based on the type of resource your producing. Energy, food, minerals only count for 1 or maybe even half a point per good created... while Alloys and special resources count for much more. think 10 or 15 points per unit.
Science is again based on the number of techs you have under your belt.
Each of these weights are modified by galactic laws, policies and envoys. So for example say you're playing a megacorp and you're heavy into economics. You'll want to pass galactic laws that increase the diplomatic weight of your economic score. You'll also want to set your diplomatic stance to mercantile to give an additional 10% boost.
Envoy's assigned to the galactic assembly will also give you an overall diplomatic weight boost. And this is cumulative. So you can assign multiple envoys to stack percentage buffs to your weight.
Also Favors are pretty important when you play the diplomatic route. While yes you can spend them for 25 influence to give your empire a one time vote boost. Simply having them gives you diplomatic clout over the empire that owes it to you. So they're worth fishing for.

Dont forget about how powerful envoys are, especially in a Hegemony. If you are in one, all of your envoys should be assigned to your federation. Screw the council, bc you will be conquering them anyhow.
As a hegemon, I typically go fanatic xeno and get anything to increase envoys asap. Diplomacy doesnt mean peace, it can also mean bending them to your will.
