If you are trying to attack the outpost that determines control of a system, all you should have to do is move within range of it - provided it is hostile. An outpost will only be hostile if you are at war with the outpost's current controller. Note that if you are at war with an empire, and someone else your are at peace with is also at war with the same empire, it is possible that they have defeated an enemy outpost and that it is now under their control. In that case you will not be able to attack the outpost, because it is no longer hostile to you.
If you are having trouble getting your fleet to fly to some potential target, try sending them to empty space adjacent to the target (ie right-click near the target instead of on it).
