Specialist Unemployment (from growth, with open jobs)
The Teddoids of Altamur need your help!

This is the empire, nothing special:

For some reason, the colonies keep producing unemployed specialists. Although there are plenty of open worker jobs. In fact some colonies seem to produce them right as the first or second colonist.

Is this a bug? Or something specific to this empire setup?

They all look like this, independent from development status:

So the unemployed specialists simply spawn from growth, while they should spawn as workers.

I haven't removed or downgraded any specialist buildings, migration / resettlements controls are disabled by default.

Is there any chance you have more than one species in your empire? If so, what could be happening is, your planet is colonized from one of your species, and another of your species is chosen as the pop to grow. When it spawns, it determines it is better suited for the specialist job and takes it, leaving your existing specialist unemployed.

The caravaneers dropped 5 lithoids with pretty good skills on my planet, right after game start.

Perhaps it is due to that. Indeed the initial colonist jobs are also specialists.
Never saw this happen before, at least not in this frequency and this early in the game.

I went for Harmony as 3rd tradition, to keep the stratum drop as short as possible. This was a pretty massive delay in development though.
