Military Readiness Act?

I'm new to this game and I'm trying to work out exactly what this means, other that I'm in breach.

Galactic Community members that are not vassals of another empire that are using less that half of their naval capacity are on Breach of Galactic Law.

Galactic Community members that are using less that half of their naval capacity are in Breach of Galactic Law.

What does, "using half of their naval capacity", actually mean.

"Using", is a pretty general description .

Each member of the Galactic Community has a duty to themselves and to others to contribute to galactic defence.

How do I do that? And what am I contributing to?

Naval capacity represents the number of military ships that an empire can manage. Going beyond this limit will increase ship maintenance costs by a percentage equal to the overcame value.

so if you have base cap of 20,you need to build enough military ships to 10

Okay, no may naval capacity is 59, therefore I need a capacity of 30 to satisfy Galactic Law.

I just built 2 more corvettes and the breach notice disappeared.
