Windowed Mode?
So just before I got furloughed, my PC's PSU (and maybe my 770gtx) decided to stop working....so im without my PC and the means to buy replacement parts.

I do however have my laptop. Thing is when I HDMI my Laptop to my TV the screens don't fit. Bleeds over the edges....Tried to fix that but couldn't get it to work right.

I, trying to just get Stellaris to play in windowed mode so I can manually shrink the window to fix.
But no matter what do, it plays in full screen?

I tried the pre-loader settings, the in game settings?
What am I missing?

Does Stellaris not play windowed?!

I play in windowed mode about half the time. I use the launcher to switch modes.

Note that you won't be able to dynamically resize the window while you are playing; Stellaris does not support that.

When you select windowed mode in the launcher, you'll also need to specify a resolution. If you choose a resolution that is the same size as your display, then the game's window will fill up the entire screen. If you choose a smaller resolution, then the game's window will be smaller than the screen, leaving room for other things to be visible in the background. If you choose a resolution larger than your display (if that is even an option), then the game window will overflow the display and you won't be able to see everything at once; presumably you would not want this, and so would avoid choosing a larger resolution.

When I shrink the game resolution and restart the game, it just makes everything huge...*stretches the screen in smaller resolution*
Are you changing the resolution of the game in the game launcher, or changing the resolution of your desktop in windows or the video drivers? Lowering the resolution should not make everything larger if you are making that change in the game launcher. If you instead lower the resolution of your desktop and then start the game you will end up with everything looking huge.

Ideally what you want to do is have your desktop resolution set to match the ideal resolution of your display, and then choose the resolution to use in the game launcher as I described in my previous post.

You could also try checking your tv's picture/video options for a overscan option. My tv has that on by defualt and I had to turn it off to have the screen fit nice without going over the edges.

I got windowed mode to work....sorta. Also had to tinker with the ui scaling thing. Its not great but it will have to do till I can fix my PC.

I put Stellaris in window mode and now my graphics card is messed up....
