No Galactic Community
I recently started a new game and, when the time came to form the Galactic Community, it said something about how not enough empires agreed to join. I'm now almost at midgame and there's still no Galactic Community. Is this supposed to happen?

I have heard that if the community fails to form that there is another opportunity 50 years later. I've never had the community fail to form in one of my games, though, so I can't confirm that myself.

At least 3 empires must agree to join it, otherwise it won't be created.

Note that fanatical purifiers, devouring swarms, terravores, determined exterminators, etc can't join it. So if your galaxy either has way to few empires or to many of them are of the homicidal variant then it (as far as i know) wont ever form.

You probably play with too few ai empires, cause each time 90% of AI join it.

Can I start the galactic community with vassals if there are too few starting AI empires?

Edit: I tested and you can start the galactic community with vassals. You can also keep the community as the sole member.
