How to steal a relic?

I think the machine empire bordering my empire had the archaeo site with the omnicodex...I declared war on them but they managed to dug it out in the middle of the war.
They got a relic. i think its the omnicodex.
How can I get it? I read theres a 10% chance to strealing it when i conquer the planet. Can I alt f4 savescumming until i get it?

I think the galvitron is the only thing you can steal vanilla.

galvitron is the only one that you can declare war for. others you have a small chance to steal if you capture their capital, this chance is doubled with the barbaric despoilers civic.
