Also did not work at start for me after second member think trick is to make laws before you get more members.

Well, this is actually kind of simple:
Don't team up with empires that follow different goals as you.

If you are strong enough, you can go for diplomatic vote (every empire voted for that in my games). Usually you will have the power to just vote for something and even if they all refuse, you get it anyways.

Both ways work, but in the start you just don't team up with opposing ideas. Kind of obvious as well, no?

I didn't have a federation and then War in Heaven happened and now I am in federation along with all my vassals...

All federation members love me but all are -50 opposed to strongest leading. Currently we are being led by a pacifist empire that has no ships of it's own.

What is diplomatic vote. Is that supposed to be an option where it says Vote Weight : Equal?
All my selections have only 1 option below Succession Term.

Diplomatic vote inside a federation makes sure your voting weight equals the voting weight in the senate. If you also make sure your federation has the option to have "fair votes by weight", you can just overrule everyone, if you are strong enough.

Got to that point in all three games I did up to now, pretty early and easily actually. The other empires love diplomatic votes and fair votes for some reason, so no one ever oppossed the idea, not even once.

I may be off on the naming right now, but you get the idea. The combination of those two options makes you are dictator in your federation.

Maybe I have to have centralisation at Very High to unlock it?

Just looked up the wiki. Apparently you have to buy the DLC to change Vote Weight

I wish there was a mod that sets the law that the president decides and stays indefinitely (If not Hegemony) as the player creates a federation. Dunno if that's doable but generally somehow I never manage to get more than one to join because there's always this nasty negative pointer of disliking me or another empire despite having good relations. This is annoying. At this point I see no sense in having a federation aside from a hegemony where it's probably best to farm EXP and then just force others to join.

You guys seem to not play like a federation member, but still want a federation. Obviously that's not gonna work. You have to make people like you in order to get them to vote with you.

It is also stupidly easy to stay president of a federation forever AND have the power to decide everything, no matter what the others say or want. Just play nice enough for them to vote on some things that make you their dictator essentially. After that you are free to be someone that everyone hates again.

Just don't expect to make them all hate you, but still vote you for president.

Everyone in my federation likes me but they won't vote with me.
The vassals in my federation like me and are supposed to do as I say but they still won't vote with me.
What else am I supposed to do?
