How do I start a hegemony?
So far, the only way I have found to start a hegemony is thru the origin. In a late-game scenario, if I don't want to deal with vassals and want a federation instead, how do I make that happen? I have poked around every conceivable corner and can't figure out how to do it.

do you have the federation dlc? if not you can only form a regular federation. if so then you get the option on what kind of federation you want to form when you form it.

Yes, I have federations. I get the option to form a research or commercial federation, but not a hegemony.

If you mouse over hegemony, does a tooltip pop up with details about why it is not available?
