[BUG] Federation members cannot build federation ships

I'm playing with a friend online. He created a federation, and set the federation law so that all members can contribute to the federation fleet.

When I go into my shipyard screen, all federation options are grayed out. There is red text on each saying that Only the federation president can build federation ships. When I go back to the Federation Laws tab, it clearly says all members can contribute ships.

I'm a full member, not an associate member, in case that means anything.

And I have the required materials.

Any ideas how to fix it in-game or does this just need to be debugged and patched?

Does anyone know if the devs are monitoring Steam discussions or should I report bugs through other channels?

they do not monitor steam except to handle reports for posts breaking the rules

Bugs should be reported in the Stellaris forum on Paradox's web site.

However, before you report this as a bug, make sure that your federation has federation fleet capacity. Go to the fleet tab in the federation window and check to see the capacity listed there. If it says 0/0, then the federation doesn't have any fleet capacity, and you'll need to pass the vote that takes fleet capacity from federation members and gives it to the federation. If it says X/Y, and X is close to or greater than Y, then all of your fleet capacity has been used by ships others have built and that is why you cannot build more ships.
