Paradise Dome, researched but does not appear

After researching the paraside dome, I went to the orbital habitat and looked for it in the build menu. It is not there.

I know it use to be an upgrade of luxury apartments, and then it got moved to a habitat only thing. But now it is not appearing at all.

I am not using any gameplay mods, only visual ones.

Habitats cannot have Paradise Domes. They still are an upgrade for the Luxury Residence, which you also cannot build on Habitats.

there are no population buildings on Habitats. only on planets. and I think its still a upgrade from the luxury apartments as stated
