How to create an hegemony ?
Hi, do you have a tip of how i could create a hegemony federation ? All the empires i ask have a reason to refuse.

Be bigger than them.

I think if you are more powerful than them and vassalize them you can create a federation with them.

I can't, they must be independant.

Inviting them, maybe, but i can't "create" it.
If I remember you can sue favors. I got a trade league by buying 10 favors from a guy who I had green teir relationships with and then made them accept. I think you have to do that.

Are you using envoys? find one that somewhat likes you and wait till the envoy maxes out their improve relations, surely there is at least one that you can use to get the hegemony started, then you can just fill it with vassals.

use envoys, give them free stuff and ask for favors. also highlight over it to see if you can change unrestricted wars for a boost or something.
