Here you manage's your claims.
You can also open the diplomacy menu by clicking on the target nations icon and select claims on there.
These claims are limeted to the target nation only.
If you just want to keep what you conquer you need to play a total war empire like driven assimilators, Fanatic purifiers, Devouring starm, and driven exterminators.
Yea I've noticed something strange myself... At times I have defeated all opposition in an enemy system (that I have war with), there is no habitable planet.... but the control of the system doesn't change. ^_~ And I don't mean permanent control change with claims, I mean the temporary control. Currently even if I defeat all enemy forces in a system, the FTL inhibitors still work because I cant seem to gain control of the outpost that I blew to smithereens. This is either a bug or something has changed.
This doesn't seem to always happen, but sometimes it does. Has something changed in how war works?
