Other than that, the growth will eventually stagnate but with a lot of homeless and unemployed.
Of course there is - There is literally a "stop growing" decision you can enact on any planet you wish.

Full stop on this Planet.
Anyway...there is allways a solution for your problem...
This was never a thing, to my knowledge. Unless you are egalitarian, you can completely stop growth forever, if you wish so.
It is full stop of you aren't egalitarian. Otherwise it is a drastic slow.

It looks like it might solve the issue without having to rely on planetary growth control + auto-resettle.
Putting the stop population growth decision is supposed to force the population growth into being emigration onto other planets instead. It actually did work properly - for the first month. You'd enact the decision, and a month later, you'd see an emigration push to all your other planets (and possibly planets for other empires, if you have migration treaties).
However, one month after that, all the emigration would disappear, and you'd simply lose the benefit of those pops growing.
If they fix that bug, it will make managing planets INFINITELY more simple. Once your planet is "done" you just stop population growth, suffer the minor stability debuff, and focus on your other planets.
I'm not sure what you're asking. I'm not referring to immigration, I'm referring to emigration. Basically, the planet used to send its growth to other planets when you turned population controls on. Now, it ... well, just doesn't.
