Tldr: paradox has been bolting on $20 DLC to this old engine for years without upgrading it. What you end up with is a game that struggles to crunch the daily numbers, hence the stutter. Each micro pause coincides with the end of an in-game day as the frankenstein engine updates numbers across the galaxy.
Edit: Just read your second post. Increase game speed and see if stutter gets worse. Pause game and see if it goes away. Your 2080 should eat this game so it's probably a processing issue. If performance issue persists across paused/speed then look at device drivers, Windows update and clear all signs of mods.
when i turn g-sync off, i have the same problem with stutter oO
I also have gsync but it makes no difference if I make any changes to the refresh rates or sync methods, vsync on or off makes no difference.
