Who pays the federation fleet?
I am the leader of hegemony, do I pay the fleet upkeed? Does it deppend on the federation type?

The federation fleet has no upkeep cost. That's one of the main perks that comes with having access to one.

Unless it was changed, fed fleet doesn't have upkeep if I recall correctly.
