instant_build during pause?

It seems like the instant_build console command doesn't build on click like it used to anymore, meaning you have to unpause your game before it builds/constructs anything. Is that intended? Seems like we can't use it without unintentionally affecting AI anymore, since it applies also to AI.

You can turn Ai off, by i think just typing in "ai" in the console. But it will still build anything queued i guess.
