Stranded scientist bug - missing

Didn't see a thread about this. Ran into a bug where I welcomed the stranded scientist aboard, but she never showed up in my list. I even got the follow-up consequence "our new scientist shared these two technologies." It's a rough bug because she's really good. Maybe it has something to do with the number of scientists you have?
