EDIT: You can terraform an uninhabited planet into a gaia world before consecrating it (dont know why anyone would do that since its a waste of time & energy)
I'm playing tall, and have no gaia worlds in my borders or even near me. I assume you can only do it if the world is within your borders? So I will just pick any small world I can find in my controlled space as I might as well waste a fairly useless world rather than some large one.
kinda off-topic here but why would you waste an AP on consecrated worlds? unless it's for RP reasons i dont see it as a viable option when compared with technological ascendancy
Kinda removes the need for amenities: whatever rulers provide tends to be enough (especially if charismatic). Tech. ascendancy, however, is pointless: it gives research boost - something you can get from a number of other sources, so hardly unique enough to justify (not that consecration fares better in that regard).

Maybe if you're using the tomb world start with spiritualist + militarist?
