I spend 500 influence on the solar system I occupied but nothing seems to change.
Once you make the claim, you don't need to re-do it. It's permanent.
As for "nothing seems to change", remember that the change only happens when the war is over, and only if you have claims and either flat-out win the war, or settle status quo.

If you want to use the terretories as you occupy them, you'll have to end and start the war again and again, and the waste of influence is just dumb.

That's how simple it should be.
But since you bring it up - if you want that mechanic, play as a Total War empire. You'll suffer the consequences to go along with the benefits, but it sounds closer to what you want.
The purpose of the claim system is to prevent empires from being able to do exactly what you're asking for without any sort of penalty.
Use the first war as a way of getting the systems you want for border-protection, but more importantly, to cripple their fleets.
Then, in the next war, make them tributaries instead.
It's far easier to defend your borders when you don't have to worry about neighbouring the enemy, since you have a protective shield around you that is feeding you money.
Generally, I'll only claim and capture a handful of systems, and only in the cases where my initial expansion wasn't fast enough to get the ideal border territories to establish my choke points.
But again - if your goal is to expand aggressively and claim systems, you have avenues available - playing as a Total War empire is the simplest, but see https://stellaris.paradoxwikis.com/Warfare#Claims for the others.
I was about to ask the same question and yes, althought I really enjoyed Stellaris, I'm in agreement also, we conquer, you lose now what's yours is mine at least in the sector I fought. I understand Devs decision, however at least could give players this option I guess. Having to return back or owning it only after war is over...... is strange.
