Early game I simply enact the 1000 good planetary decision and the growth edict. I use the planetary decision and edict throughout the game. Once my economy is stable I'll pre build a fair number of jobs on new planets to increase immigration via the available jobs bonus because at this point, I can easily eat the energy for keeping those sites open but unused. Late game, there's so many people everywhere I just toss folks onto the new colony and pass the colony stage ASAP.
As for larger ships, engineering research. If you want to load the dice a bit, use a scientist with the Voidcraft specialization.
How do i enact that thing? would you mind taking a screenie?
I also am curious how do i unlock the Red blocks where you can't build? I remember i saw a list of negative planet modifiers that you can remove, but i can't for the life of me remember where i saw them. I think ocean garbage patch was one of them.
Note that swapping leaders only goes in one direction, so if you decide to put the guy from a science vessel into the research spot the other guy will not automatically switch to the science vessel. You have to put him there manually.
You can swap leaders from and onto science ships regardless of where they are. However you can't swap them while they are under attack or on a research project.
2. Simply open the planet screen and look at the top right for 'decisions', then select 'encourage planetary growth'. This costs 1000 food.
For the edict, you open the edict menu (F7) and look for 'Healthcare campaign'. This costs 1000 energy (base).
3. Go to the planet summary tab on the planet screen and click that small button depicting a magnifying glass over a globe.
If you however mean the building slots in the middle then you'll have to increase the planet's population by 5 for each new slot to be unlocked.
