I do not believe a bug is involved here, resort planet description clear states that you need a pristine untouched planet. So destroying everything really isn't pristine or untouched
I wouldn't say building up to a colony is destroying everything, but there is some logic there.
However it's also not part of the requirements given (as you could build and then remove everything else).. so.. I would presume it's a bug since it reads the administrative building as a building rather than as a required building that can't be removed.
You CAN resettle the pops to depopulate the world, then recolonize it to trick the game into thinking that it's a "new" colony because the administration building changes when it is classified as a resort world and I don't think it can change into it from anything but a colony ship shelter. Be sure ALL districts (mines, cities, EVERYTHING) are demolished before depopulating because they remain on unpopulated worlds, even after Armageddon bombardment or resettlement depopulation.
