Transforming planetary administration into a Hive nexus ?

hi all, im playing as a hive mind. I have conquered a planet from a nother species. I have purged all off them, but i cant change the planetary administation into a hive nexus, so i cant upgrade my buildings. I have over 50 pops on the planet and it is just stuck as a colony.

plz help, hope someone have a solution

It is a known bug.
The only solution that theoretically works(i havent tryed it)
Is too empy the planet of all pops(causing it to become abbandon) and then colonize it.

Try destroying the building first? A planetary admin building appeared on a conquered primitive world after I destroyed their primitive admin building.

im not alowed to destroy the admin building. i think i just gonna quite the game and go play something else or make a new empire, that are not a hive mind

There's a mod that allows you to delete the admin building to fix that.
