Unable to replace Planetary Administration with Hive Nexus
Currently i'm playing as a devouring swarm but i'm kinda blocked by the Capital building on the Planets im capturing. I simply can't upgrade my buildings because im not able to build a hive nexus as long as a Planetary Administration (or something similar) is on the Planet. Is there a way to replace or delete this type of building ?

Are you still at war? Are you occupying the system? Sometimes if it messes up, evac the planet and start over from scratch.

Try to downgrade the building if possible. Drop the frontier post then put it right back up start over.
