Can't force empires to spawn properly
In past updates, it was possible to force-spawn whatever empires you'd like before you start a game, and then restrict the amount of AI empires that spawn so it's *only* the empires you forced to spawn (e.g. create one custom AI empire, set it to force-spawn and forbid all other custom empires, create game that only has one other AI empire and it will spawn).

Recently, however, I've had issues with force-spawning any empire. The RNG (which shouldn't be RNG since I'm trying to force-spawn an empire) seems to favor randomized empires over custom empires or even pre-made empires like Commonwealth of Man.

Has anyone else had this issue and knows of a fix? Thanks for the read.

Are any of your custom empires using custom (e.g. modded) portraits? Because I've found that certain modded portraits are set to "randomized = no" in the files, which means that not only are they disabled for RANDOM empires, but even pre-scripted empires with those portraits that you set to force-spawn don't actually spawn.

Nope, I don't use any mods in my loadup of Stellaris. Even vanilla (non-DLC) portraits have the same issue.

if you want only custom empires in the game with no random ones:
Besides removing the prescripted vanilla empires you still have to deal with the random empires so I found out how the game implemented the emperor population in the galaxy by observing the galaxy and the empire ids using debug. The number of empires you want to put in the game has to be one more than in the game configuration, because the game starts with 0 in the empire ids. And you can't have the same solar system configuration for your empires so put it all in random or use one type for each empire, otherwise, your empire with the same configuration will be invalid and not spawn and the game will fill the empty space with random empires.

Thank you for the reply! It may have brought this post back from the dead from a solid year ago, but this is still a relevant problem for me in my Stellaris games. I never would have considered making the # of empires one less than the empires I actually have in the config. Thanks again
