Report a translation problem
Usually if you select your construction ship, and click the megastructure button, it'll tell you why you can't build it.
The catches:
- There was no yellow indicator around the Black Hole when it was able to be build upon
- There was no error message earlier as to why I could not build.
Edit: now after finishing construction of the Matter Decompressor, I can rebuild the Mining stations in the system, but not the Research stations. I think it was the presence of the Research Station on around the Black Hole that caused the problem.

Seems sometimes the build location indicator bugs out and does not show. After fault finding for an hour with no luck I just attempted to build it on my local black hole and it worked.
Good luck captains, I hope you die furiously in your next ironman attempt.
So you select the matter decompressor in the construction ship's megastructure menu, click on the black hole, and you should see the path indicator, proving that the order is correctly processed.
The usual restriction of 1 megastructure per star system at a time still applies. Same like you can only build either a gateway or a habitat, otherwise you get the message "another ship is already performing this order" or something like that.
