Its a key reseller but its one of the safer ones. Generally It doesnt allow third party stolen keys but does exploit regional pricing to rip off the developer. If you care about paying the developer you shouldnt use it but if you are only interested in the cheapest possible legitimate purchase its one of you best options.

How can it exploit regional pricing if product keys aren't interchangeable between disparate regions.

That only curbs the most extreme cases like Russia. But there are plenty of places inside the regions that can sell to you. And when they get a very good discount they buy up a bunch of keys at the cheapest possible price.

You also have to remember that regional restrictions are imposed by the publisher or developer and not automatically.

it'll go on sale whenever the next big sale is and it'll also go on sale when federations is released(at least based on sale history).
