Missing descriptor file

Yesterday, I downloaded some mod that were working fine, but I had to reboot the game and then they couldn't work, saying that the descriptor file was missing. So I uninstalled the game and workshop (because I didn't have time to fix it). Now it has gone even worse: every mod using a .zip archive has the same error. I tried unzipping, it didn't work. I tried deleting the mod folder is /paradox interactive/stellaris, but it still was broken. I tried creating a .mod file from scratch and putting it in /paradox interactive/stellaris, it's still broken. Does anyone have this problem too, and is there a fix ?

I would do a clean reinstall of the game (unsubscribe from all Stellaris workshop content through Steam, uninstall Stellaris through Steam, exit Steam, delete all Stellaris game and data folders, reboot, launch Steam, reinstall Stellaris through Steam, verifying that the game is working unmodded before subscribing to any workshop content).
