If not just wait, as you keep hold of their systems you should keep getting closer to be able to vassilise them ^^
Also, I'm confused by the negative values shown here, among which are unoccupied systems and unoccupied planets. By this stage there are no unoccupied planets and there are no unoccupied systems (with the possible exception of the handful that are occupied by the other power in the war), so why the negative values for unoccupied systems and planets...
I didnt claim any of the territory they took though, it counts as me claiming it even though I'm trying to vassalize them?
really? I thought status quo would just white peace everything
I dont have claims on any systems, the whole point here was to vassalize them whole sale, hence why I can't go the status quo route as I understand it.
Disclaimer: I haven't really tried this myself, but it's what I've read.
Don't occupy a system? it will remain with them.
Occupy a system and claimed it? it will be yours
Occupy a system and not claimed it? it will become a new vassal IF there is at least one planet to create a vassal from it.
Liberation wars are pretty much the same, but it creates a liberated empire rather than a vassal.
