Status quo looks at claims vs occupied systems, since every captured system is instantly OWNED by you, there's nothing for status quo to do other than finish the war "as is".
Besides, if you actually "lost" a total war it's complete GAME OVER. Like the name implies, a victory or surrender in a TOTAL war is for your complete territory. If you DON'T want the entire territory in that war you have to ask for a status quo once you've gotten however much territory you want.
Other ways to get a Total war CB:
- being a Fanatic Purifier, Determined Exterminator or Devouring Swarm (total war CB on the whole galaxy)
- wardeccing one of the three above (though it will only apply to said war)
- wardeccing an FE/AE
