That way every time you meet a new empire borders are closed immediately.

Alot of stuff is hidden in that menu. Your stance on slavery, primitive interactions, war policy, etc
The other way (if you dont want to start a new game) is to click on all the empires one at a time and use the close borders option. Its tedious but will have the same effect.

Though, It seems that the border closing doesnt work maybe a glitch or something is broken, because enemies keep coming into my territory flying in and out ,
even though the borders says "Closed" in the policy.
And I just got beaten - game ended. :/
Empires you meet for the first time after policy is set to closed should have closed borders from you.

01. Policies: Initial Border Status ( in regards to all empires ): Closed !
02. Diplomacy ( in regards to each single empire you select ): Close Borders !
03. Rivalry ( in regards to a few empires you select ) !
But there's one bugging thing you should be aware of: After a war, respectively in a truce with an other empire, the borders between you and said empire will be temporarily opened, too.
