If you want to purge an entire species, you'll want to go to the species tab from the left-hand drop-down menu, select the species you want to purge, go into Species Rights, change the top category to "Undesirables," and that species will be aitomatically purged throughout your empire (over time). You can also set the type of purge that you're implementing: Extermination is the fastest, Neutering takes a long time but doesn't trigger as harsh opinion penalties from the rest of the galaxy, Displacement just scatters the relevant pops elsewhere in the galaxy, etc.
Naturally, you need to have the Purge policy set to either "Displacement Only" or "Allowed" in order to purge anyone, but as a Xenophobe Militarist, it should be enabled by default.
