So I guess it's a rare(ish) event from the lootboxes? And I thought getting the good result from the Infinity Machine was a pain in the backside.
Any hints for winning the War In Heaven, or getting it to trigger? Should I play on a higher difficulty so my allies are stronger, or lower so I can potentially steamroll the opponents myself?
I did this ages ago. Way before 2.0 hit. Right now the AI is hilariously bad, so it is probably better to do it on a lower difficulty. But also I have heard reports of the achievement not really working for many people as well... So you might want to consider savescumming (get a backup of your ironman save file somewhere and restore as necessary). There are several guides online on how to do it I think.
I know achievements in general are working for me as I got the 100 pop planet one recently. So what happens in game when you win the Galatron?
That said, it drops from one of the "lootboxes" and has a fairly low chance at that. So you just have to keep gambling a few games till you pop it.

So about a 3% chance of winning a Galatron in any given game. Hmm.
Same reason for why you can only find one precursor chain, why different ethics/empire types have different event outcomes, why some event outcomes are partially or wholly based on chance and why you only ever uncover a small set of anomalies, not all.
Paradox has built a business around making deep games you can wade into and play like a maniac and still find stuff you haven't seen a thousand hours later - small things like limiting the amount you can throw the dice on event outcomes per session are part of how they make that work.
That's up to taste, of course - some may not like being limited like that - but personally I really like it. I love finding a new anomaly I haven't seen and contacting the caravaneers and getting new offers / buying my allotment of reliquiaries is one of the things I look forward to for now. ^^
And to be fair: it's really not a limit that's hard to work around if you want to cheese it. Make an empire that's good at sustaining many science ships, create a galaxy with no other empires and you can quickly find the caravan, spend all your resource income buying reliquiaries as soon as they become available and abandon the session for the next run as soon as your batch runs out until you get what you want.
