Hmm..

Post installing the new DLC. I can load to the launch window. But upon trying to play.. i just get a backscreen. Verified game files, rebooted a few times.. stood on my head and recited incantations purported to bring good luck... nothing working..

Have you tried deleting your /MyDocuments/ParadoxInteractive/ "Stellaris" folder?
Remember to back up your save games and mods if you do this but this sometimes fixes these problems for me since on game launch the folder gets rebuilt.

Try launching it in windowed fullscreen

I found the issue. It was a Windows 10 issue. I had to disable Microsoft's annoying borderless widows full screen optimisation for the Stellaris exe file. Windows was stopping Stellaris running exclusive full screen. This is a stealth move by microsoft to promote the use of borderless window mode, so that things like game bar and other annoying microsoft ♥♥♥♥ is not disabled when the game runs.
