P.S. During war, the enemy civ has one planet. My fleet was bombarding it for eternity (without any profit) and suddenly all their pops just instantly gone somewhere. Since they couldn't resettle them, I guess pops just became refugees.
Thats the point of that build: you steal pops and then kill them for resources.
I found the solution.
Set the initial pop rights as SLAVES and after you got some of them onboard - switch to undesirables.
You can abduct any undesirable pop when they are in your empire.
So you gotta abduct slaves first, then turn them into undesirables and after that you can abduct all and any undesirables.
What are you taking about?
I have an entire build that works exactly like this. They are barbaric despoilers and, even though the victim species rights are 'undesirable' and they are sent to work camps immediately upon abduction. I did this from the start, although this was in 2.2, so this might be another bug that needs to be worked out.
