Commercial Pacts?
Now obviously if one of the involved parties is a MegaCorp this allows them to build branch offices.

But what about others? Is it just a case of 'you get a little bit more energy every month in exchange for an influence cost'?

Yep, although you can switch your economic policy and get a little more consumer goods or unity instead. I think. Someone correct me if I'm wrong, but I think economic policy effects commercial pacts.

So a Commercial Pact gives you an increase in Trade Value based on who you're trading with? I'm guessing it's maybe not worth it until mid-game?

You also build trust with the partner, nice for getting defensive pacts or to disuade neighbors from becoming rivals. It only costs 0.25 influence/ month, less if you are xenophile (I think), and if you make the offer to the computer you can see what your benefit will be (though I think the wording is bugged, I think the player's benefit is listed second).

They might have fixed that bug in the latest patch? Hard to keep all the updates straight. I'm not even sure it they've fixed it to where it tells you the benefits if the other empire approaches you first. Fortunately, there's no malus for declining the offer, so you can turn them down, then make the offer back at them to see what's up.
