Inaccessibility of war for submission (as the vassal or the tributary).
I faced inaccessibility of war for submission (as the vassal or the tributary), I send the offer "To offer the status of protectorate" or "To demand a tribute", any empire refuses (well, on a kraytsny measure while there are no concordants peacefully), then I come into options of declaration of war. And there Make the Tributary or Make the Vassal options are inaccessible though they just refused to obey. Notices that there was a new war cause (as was earlier, in other parties) the same did not appear. I play by machine.
How to subordinate through war now, it is a bug? :wftogrumpy:

I already wrote.
  1. I make offer (vassal/tributary) for the empire of X.
  2. The empire of X does refuse to me.
  3. I watch what war I can declare.
  4. There is no war option "to make the tributary" or "to make the vassal".

List for progress of elemination:
1: did you wait more then a year befor declaring war?
2: Did they become equal or more before war was declared?
3: Did they vassal themself to someone else.
4: Are you using mods?
5: Are you use 2.2 or 2.1 or 1.9?

There are several possibilities but i cant say what it is without more intel.
What empire did you threaten. What kind of machine empire are you.

For example i need to wait 1 day after i declare war before my ships can enter enemy territory.
This means unpause, pause give orders, Unpause.
It is a minnor but anoying inssue.

Sorry about that, your English is a bit difficult to read.
The wargoals for taking over are not called Make Tributary or Make Vassal, it's called "Subjugation"

1. So you're saying that you have to wait 1 year after the request "become my tributary / vassal" to have an excuse for war? I have passed many years, without result. But earlier, the reason for the war appeared the next day (at most, in a few days), and about a month later - disappeared.
2. They're weaker. Or worse. It shouldn't affect, I remember games where I declared war (to make a tributary/vassal) on those who are weaker than me and "worse than nowhere."
3. No, no one is another's vassal. The problem I've described in this topicstart is ALL EMPIRES. Every damn Empire has this problem, you know? Any, and I have seen all empires in the galaxy.
4. Yes. How can a mod affect this? By overwriting a data file?
5. The current version of the game, 2.2.

I'm playing a normal machine Empire. Without properties that can not be removed after the start of the game (Assimilator, or the second property, do not know the correct name in English. Just machines.

I repeat the screenshot of the declaration of war. Applies to any empire in the galaxy. Which I offered to "become my vassal / my tributary." And she refused.
I can do nothing with this refusal, no war, war over refusal is inaccessible. It does not matter how much time has passed after the offer.

Of course mods can affect this, depending on what the mod does.
And no, after they refuse you get the subjugation casus beli for one year.

it could be changing the effect of "refusal" or changing wg_subjugation required casus belli
or removing cb_subjugation for some reason

1: No you need it declare war in less then a year.
2: Ok. that is out.
3: Ok. that is out.
4: Possible problem.
5: Ok. Now we know what rule system we are working with.

The problem is mostly likely a mod.
Meaby a corrupted save.
See if it happends in a new game.
It if does disable all mods and try an new game.
If it still is impossible it is most likely a bug.

Please write in more detail what you suggest regarding console commands, is there a command to declare war in order to make a tributary or make a vassal?
Found this: "[attacker country id] [defender country id] [war goal]" - but didn't find the"war goal" list.

I noticed a similar problem with a friend's game. He had crushed every fleet, every planet and every station of an opponent, and they refused to surrender.

It seems to be a bug in the war resolution code. It seems a waste to go off and play another game, as you were suggested to, to see if it happens again. How many hours is that???

The game is broken in its current state, imo.

You don't need to play for "hours" to test that.
Start game, use console to give yourself some ships and resources and demand vassalization and see if the casus belli shows like intended - takes like 10min
