There are several possibilities but i cant say what it is without more intel.
What empire did you threaten. What kind of machine empire are you.
For example i need to wait 1 day after i declare war before my ships can enter enemy territory.
This means unpause, pause give orders, Unpause.
It is a minnor but anoying inssue.

The wargoals for taking over are not called Make Tributary or Make Vassal, it's called "Subjugation"
1. So you're saying that you have to wait 1 year after the request "become my tributary / vassal" to have an excuse for war? I have passed many years, without result. But earlier, the reason for the war appeared the next day (at most, in a few days), and about a month later - disappeared.

It seems to be a bug in the war resolution code. It seems a waste to go off and play another game, as you were suggested to, to see if it happens again. How many hours is that???
The game is broken in its current state, imo.

You don't need to play for "hours" to test that.
Start game, use console to give yourself some ships and resources and demand vassalization and see if the casus belli shows like intended - takes like 10min
