...... 30 people and a full planet? That is a really puny planet!
Are you sure you're out of districts or out of building slots? Districts have nothing to do with population numbers. They're massively different. And see if you can clear some tile blockers, Planet main menu, bottom left corner, 2 squares with pictures. One of them shows tile blockers.
-Certain techs/traditions will allow your current districts to house more people, so your 29 counter might hit 30 one of thoe days allowing you a new building.
-you could replace a existing building with something better suited.
-under the planetary feature button, are there any blocked districts which you can already unblock for EC? Maybe you need some special biome tech to unblock them later for extra districts.
A screenshot of said planet, might also prove useful to help along. To see what is possible and what you might have done wrong in case of building wrong stuff or splitting districts like a mad person. For example

this is one small planet of my Empire. I have the standard buildings for a diverse start. No blocked districts, already finished Mastery of Nature decision. I also are way in 2400+ years and have all tradition/tech unlocks for better housing. Since I have other food planets I don't have to concern this mud ball with Agriculture Districts and can with my last 4 district choices finish Mining, Generator and a final Housing District.
2. If you can't create more jobs on a given planet move excess pops to one that has room.
3. If none of your planets have room colonize more planets.
4. If you have no more planets to colonize switch the living conditions to social welfare or similar to mitigate the unemployment deficits while you secure more planets, if you're playing a gestalt empire you can just switch planetary growth off under decisions, or you can use the discourage pop growth decision as a normal empire to limit growth if you have the resources to sustain it.
5. Already done all of the above? Congrats you've probably reached the endgame and paradox want you to stop playing and start over now before your empire collapses under it's own weight due to this unavoidable self collapsing system nobody asked for.
You see the yellow, green and red boxes on the planet menu? Click on them, they'll bring up a build screen. The one in front of them all without boxes builds a "city district" for housing. Yellow is energy/generator districts, green is food/farming districts, red is minerals/mining districts. They all give 2 jobs and 2 housing. City districts give 1 clerk job and 5 housing.
this one explains exactly what you need right here.. you can watch the whole video or the exact answer to your question starts at the 6 minute mark.. and coincidently he also has one unemployed person, and can't really do anything about it until the next building unlocks.

one unemployed pop for a little while should not be a problem really.. avoid it when you can easily, but don't worry about it.
one other BIG tip that i got screwed up on, watch the listing where it says "upkeep" on buildings or upgrades to buildings, and make sure you have more of those resources coming in then you will be using..
for example upgrading a research building often adds one "exotic gas" to your upkeep.. so look at your exotic gas and make sure however much you have has at least a +1 after it or you will eventually run out of exotic gas and things get screwy with penalties.
