Just disabling mods won't help in this case. You need to clear everything out. Honestly if you were going to reinstall, I would have nuked everything (related to stellaris, not literally everything...I mean I don't want my stuff nuked just because you are having issues).
Edit: And it sounds like one of your mods (or remenant of a previous mod) isn't updated to 2.2 (or if you are using an earlier version, not compatible). When re adding your mods, don't do them all at once. You want to add them in a controlled manner and see if or when the issue resturns.

GUYS I FIGURED IT OUT!! I was just recently told:
Go into the game's files, and delete the 'events' folder, plain and simple.
Then, validate the game files.
Finally, the game will work!
__All of this can be done through the "Properties" button when you right-click the game in your library list.__
